Basic Housing Assistance Program

Daybreak Incorporated is proud to be one of the partner agencies offering support through the Basic Housing Assistance Program (BHAP). This program is designed to help households in the Palmer area, including Chickaloon and Sutton, who are at imminent risk of homelessness due to the potential loss of their permanent residence.

What BHAP Can Help With

BHAP assistance may include:

  • Payment of past-due rent
  • Payment of delinquent electric or gas utility bills

Eligibility & Screening

To determine eligibility, households must complete an initial phone assessment screening. This screening evaluates whether the household is sustainable, meaning it can typically meet monthly rent and utility expenses.
Note: Applications may be denied if household income is less than monthly expenses.

If You Qualify

Eligible households must visit the Daybreak office between 10:00 AM and 2:00 PM to complete paperwork and provide the following documentation:

Required Documents:

  • Eviction Notice
  • Utility Shut-Off Notice
  • Proof of Income
  • Photo Identification (Alaska State ID preferred)
  • Names, Dates of Birth, and last four digits of Social Security numbers for all household members

Important Note

Households receiving rental assistance through Alaska Housing Finance Corporation (AHFC) programs such as Section 8, 811, or any other AHFC rental assistance are not eligible for BHAP.
